STEP 1
Submit Qualification form with ID to access DVPSTA Portal.
STEP 2
Under Title 18 USC 926C, known as the Law Enforcement Officers Safety Act (LEOSA), retired law-enforcement officers must qualify annually to carry a concealed firearm. With your retired Officer ID card, you must meet the following qualifications each year
Photographic Identification and Firearms Qualification:
A photographic ID issued by the agency from which you retired, indicating that you have, within the past year, met the active duty standards for firearms training established by the agency for the type of firearm you wish to carry concealed.
Photographic Identification and State Certification:
A photographic ID issued by the agency from which you retired; and A certification from either the State in which you reside or a certified firearms instructor qualified to conduct firearms qualification tests for active-duty officers within that State, indicating that you have, within the past year, met either:
The active duty standards for firearms training as established by the State for the type of firearm you wish to carry concealed; or If the State has no such standards, the standards set by any law enforcement agency within that State for the type of firearm you wish to carry concealed.
